In 2011 the FSC membership mandated FSC to conduct a chamber-balanced study to evaluate the risks and benefits of valuing pre-consumer reclaimed paper fibre materials as FSC certified content. The membership's direction requested assessment from a market, environmental and social perspective, as well as exploration of where best to value pre-consumer fibres in FSC paper products. 

A discussion paper has been draft based on stakeholder input collected through a FSC membership survey, a stakeholder workshop in May 2012 and phone interviews with U.S. and Canadian paper companies conducted from December 2012 to February 2013. The document presents the findings of the evaluation and provides different options for valuing pre-consumer paper fibre in relation to FSC certified products.
